Design of jeepney turnout along n. bacalso avenue at barangay bulacao, cebu city as a basis for recommendation

It is a known fact that traffic condition in Cebu City has been worsening. Barangay Bulacao is no exception to this problem. This barangay is the boundary between Cebu City and Talisay City and is the gateway of commuters from the south where passengers disembark to take another jeepney ride to their different destinations in the sity. On-lane jeepney stops are provided along the highway, but these have contributed to the traffic congestion in the area because every time a jeepney stops to drop off or pick up passengers, it blocks the whole lane causing a long queue of vehicles waiting for the jeepney to move forward again. To address this kind of problem, the Department of Public Works and Highways issued Department Orders 44 and 58 which enumerate the guidelines in the design and implementation of a turnout or off-lane loading and unloading bay. Unfortunately, the agency is having difficulty in implementing the order due to the size requirement of the turnout and the unavailability of a lot that can accommodate the turnout. This study aims to create a turnout design for jeepney and select an ideal location in the barangay. The researcher searched on the Philippine standards in selecting a turnout and came up with primary and secondary criteria. Traffic manual counts were also done to assess the capacity of the road. From these manual counts, it was observed that buses consist only 2% of the vehicle volume and that the jeepney is the major form of public transport for the commuters and so the researchers came up with a turnout design that specifically caters to jeepneys. The location for the turnout that passed the primary and secondary criteria is in front of Citi Hardware. The turnout is 47 meters long and 2.8 meters wide and provided with a 1.5-meter wide sidewalk. The turnout has 6 zones: two of which are 7.5-m taper zones, and four of which are 8-m x 2.8-m jeepney zones.
